The webhooks button is a shortcut to the Automation page. And here you can basically do the same you would to inside the Automation page.
Just click on "Create a new trigger" to start adding a new webhook.
The entered URL will be called every time the trigger you choose is called. Example: If you use the POST Method to create a new row on the Database, the trigger will be called right after.
